Russian empire has entered XX century as one of the strongest world powers. Danger of Russia threatened from roughly developing countries, wanting repartition of the world, but still the big danger was represented with revolutionary movement inside empire. After talent of freedom the new generation wishing greater and ready to use in the purposes any means has grown. But new leaders of the come epoch have grown also. One of them - Peter Arkadjevich Stolypin becoming the youngest governor of Russia, deserved on this post gratitude of emperor Nikolay II. In the spring of 1906 Nikolay II appoints 44-years Stolypin Minister of Internal Affairs, and after three months Stolypin becomes chairman of Council of Ministers.
